Phipps set to fill council seat

        Teneil Phipps is set to fill the Ward II town council seat vacated earlier this month by Kathy Hickman. Phipps will be sworn in during Thursday evening’s special meeting.

Phipps confirmed Tuesday that she was asked to consider filling the seat last week, noting only three other people had expressed interest in the position.
